Quebec Introduces New Policy to Promote Diversity in Skilled Worker Immigration

In a bid to enhance the diversity of skilled workers in the province, Quebec has introduced a new immigration policy under the Regular Skilled Worker Program (PRTQ). The policy, effective from October 9, 2024, to October 9, 2025, ensures that no more than 25% of invitations in any immigration draw will go to foreign nationals from a single country.

Why This New Policy?

Quebec’s Minister of Immigration, Jean François Roberge, explained that this initiative is aimed at addressing a decrease in diversity among applicants in 2024. With this policy, Quebec hopes to attract a more varied group of economic immigrants, enriching the cultural and professional landscape of the province.

Key details of the new policy include:

  • Effective Period: October 9, 2024, to October 9, 2025.
  • Invitation Cap: No more than 25% of invitations from any single country in each draw.
  • Diversity Focus: The policy targets a wider range of nationalities among skilled workers.

This policy currently applies to the Regular Skilled Worker Program but could be extended to the Skilled Worker Selection Program (PSTQ), which is expected to replace the PRTQ in the future. Importantly, this move is not expected to affect the proportion of French speakers who receive invitations.

Understanding the Quebec Regular Skilled Worker Program

Quebec’s skilled immigration process operates differently from other Canadian provinces. To immigrate, candidates submit an Expression of Interest (EOI) via the Arrima portal and are scored based on various factors such as:

  • Age
  • Education
  • Work experience
  • Language proficiency (with more points awarded for French)
  • Family connections to Quebec

Upon successful completion of the program, individuals are granted a Quebec Selection Certificate (CSQ), which enables them to submit an application for permanent residency in Canada. Quebec’s emphasis on diversity not only aims to maintain a competitive workforce but also to foster a culturally rich and dynamic environment.
