Italy Expands Legal Migration for Caregivers: 10,000 Extra Work Visas in 2024

Italy has unveiled a new plan to tackle its aging population and caregiving challenges. The government has announced that it will be granting an extra 10,000 work visas to migrants who will be responsible for providing care to the elderly and disabled. This initiative, described as “experimental,” is just one part of a comprehensive set of migration regulations that were approved by the Italian government on Wednesday.

With one of the lowest birth rates in Europe, Italy has been struggling to meet the increasing demand for caregivers. Charities like the Sant’Egidio Catholic group have long urged the government to expand the number of caregivers coming from abroad. In response, this new quota will complement the 452,000 work visas already allocated for the 2023-2025 period—a significant 150% increase from previous years.

Key Highlights:

  • 10,000 extra migrant work visas for caregivers in 2024.
  • This is part of Italy’s effort to combat the labor shortages brought by an aging population and low birth rates.
  • The government aims to balance legal immigration with measures to curb illegal arrivals, especially through sea routes.
  • New anti-fraud measures in the migrant visa system will be implemented, particularly targeting applications from countries at higher risk of exploitation.

Prime Minister Giorgia Meloni’s administration has adopted a two-pronged strategy towards immigration. The government aims to facilitate legal migration while simultaneously taking a tough stance on illegal arrivals. Non-governmental organizations (NGOs) involved in sea rescue operations will now be subject to more stringent regulations, including penalties for failing to adhere to guidelines for coordinating rescue missions.

Additionally, 2025 will see tighter scrutiny on migrant applications from countries such as Bangladesh, Pakistan, and Sri Lanka to combat fraudulent visa applications.
