Navigating the New Rules: Changes to Canada’s Visitor Visa Work Permits and Temporary Foreign Worker Levels
Canada’s immigration landscape—temporary residents on a visitor visa can no longer apply for a job-supported work permit from within the country.
This change marks the end of a temporary policy introduced in August 2020 to address labor shortages during the COVID-19 pandemic. Originally set to expire in February 2025, the policy was designed to allow visitors who met specific conditions to secure work permits from inside Canada, helping fill crucial labor gaps.
However, Immigration, Refugees, and Citizenship Canada (IRCC) has decided to end this policy early, citing the need to recalibrate the number of temporary residents and maintain the integrity of the immigration system. Applications submitted before the August 28 deadline will still be processed, but the rollback is part of a broader strategy to combat immigration fraud and reduce temporary resident levels. This crackdown follows reports of misuse, including foreign nationals being misled into unauthorized work in Canada.
This change is not the only recent shift in Canada’s approach to temporary foreign workers. On August 26, the IRCC announced a pause on some Labour Market Impact Assessment (LMIA) applications under the Low-Wage stream of the Temporary Foreign Worker Program (TFWP), particularly in areas with high unemployment.
Additional restrictions include capping the number of foreign workers employers can hire and reducing the maximum employment term for Low-Wage stream workers.
These developments represent a broader rollback of pandemic-era policies, reflecting Canada’s evolving immigration priorities. As Minister Marc Miller considers adjustments to permanent residence levels, the landscape of immigration in Canada is poised for further change.
