New Pathway to Permanent Residence for Semi-Skilled Workers!

“Exciting news! Canada’s Immigration, Refugees and Citizenship Canada (IRCC) is putting forth a groundbreaking proposal to amend the Immigration and Refugees Protection Act (IRPA). This move will bring in a new permanent economic immigration class specifically aimed at workers at TEER levels 4 and 5. The goal of this initiative is to revolutionize the economic immigration system by opening up abundant opportunities for workers with a wide range of skills and experiences.”

The TEER system, introduced in 2022, categorizes occupations into various levels. TEERs 0-3 cover occupations requiring post-secondary education or apprenticeships, while TEERs 4 and 5 include roles that may need only high school education, on-the-job training, or even no formal education for certain occupations.

The current immigration system presents challenges for TEERs 4 and 5 workers, as they are not eligible for federal economic immigration programs like Express Entry, leading to difficulties in obtaining permanent residency. Many of these workers end up in temporary roles in sectors like accommodation, food services, and retail trade, which hinders their economic integration and earnings.

The proposed amendment is part of a broader strategy to reduce the number of temporary residents in Canada. IRCC is also introducing measures to stabilize and reduce temporary resident numbers, such as the introduction of new permanent resident pathways for TEER 4 and 5 workers.

One of the key components of this strategy is the expansion of permanent resident pathways for TEER 4 and 5 workers, along with a cap on international student applications and integration of temporary resident levels into the 2025-2027 Immigration Levels Plan.

Additionally, IRCC is prioritizing domestic draws by increasing the number of “domestic draws” through programs like Express Entry and the Canadian Experience Class. This approach aims to issue more invitations to apply to candidates already in Canada, helping IRCC meet its permanent resident targets and reduce the temporary resident population.

More detailed instructions for the new TEER 4 and 5 immigration class will be released in the Canada Gazette this fall. This change promises to diversify Canada’s economic immigration system and offer new opportunities for a wider range of skilled workers.
