Quebec’s New Family Sponsorship Cap: What You Need to Know

Quebec has taken a significant step in managing its family sponsorship applications by introducing a cap effective until June 25, 2026. This measure aims to balance the needs of families and the province’s capacity to accommodate new residents.

Breaking Down the Cap

The total cap is set at 13,000 applications, divided into specific categories:

  • 10,400 applications are reserved for spouses, common-law partners, and dependent children aged 18 and above.
  • 2,600 applications are allocated for parents, grandparents, and other eligible relatives.

Once the cap is reached, the Ministry will halt the acceptance of further applications for the remainder of the period. This structured approach ensures that Quebec can manage its immigration flow effectively.

Who is Exempt?

Certain groups are exempt from this cap, ensuring that the most vulnerable and urgent cases are prioritized. Exemptions include:

  • A sponsor’s dependent minor child.
  • Minor children the sponsor wishes to adopt.
  • Orphaned minor children of the sponsor’s close relatives (brother, sister, nephew, niece, grandson, or granddaughter).
  • A sponsor’s adult child dependent on a parent due to disability.

These exemptions ensure that children and dependents who require immediate support can still be sponsored without delay.

Important Details

To be exempt from the cap, the sponsored person must not be married or in a common-law relationship, as specified by CIC News. Additionally, this cap does not affect applications to add a dependent of a sponsored person already in the application process or a dependent awaiting permanent resident status after approval.

Announcements and Impacts

Quebec will announce when the cap has been reached. Any non-exempt applications received after this point will be returned without processing or fee charges. This proactive measure is part of Quebec’s strategy to address the province’s housing crisis, which has been partly attributed to the influx of temporary residents.
