“Exciting News: Big Changes Coming to Canada’s International Student Program!”
Canada’s international student program is set for major updates, as announced by Immigration Refugees and Citizenship Canada (IRCC) in the Canadian Gazette. One of the significant changes is that international students switching their designated learning institution (DLI) in Canada will now need to apply for a new study permit. This marks a shift as DLIs, currently under provincial jurisdiction, will now be overseen by the federal government, bringing new excitement to the international student experience in Canada.
Key Proposals for International Students
The IRCC is proposing that:
- Students wanting to switch DLIs must submit a new study permit application before the new program’s start date.
- Students can attend the new DLI without a valid study permit until a decision is made on their application, provided they remain in Canada and comply with all other conditions of their current study permit.
Impact on International Students
The proposed changes include a $150 cost per new application and 30 to 45 minutes per application, totaling an estimated $55.5 million over ten years for international students. Longer processing times may disrupt students’ academic plans, but IRCC plans to mitigate this by reallocating resources.
Impact on Designated Learning Institutions (DLIs)
DLIs will face compliance and administrative costs related to verifying Letters of Acceptance (LOAs) as part of the new study permit application process, with an estimated cost of $4.8 million over ten years. Initially, LOA verification is expected to take three minutes per application, reducing to 30 seconds over time.
Will These Changes Be Adopted?
The current proposed changes are in a 30-day consultation phase until July 29th, 2024. IRCC has consulted various stakeholders since fall 2022, aiming to improve the International Student Program.
