Temporary Foreign Workers in High Demand Across Canadian Sectors

📊 The Rise of Temporary Foreign Workers in Canada: A Trend Analysis

Canada’s employment landscape is evolving, with a significant rise in the approval of Temporary Foreign Workers (TFWs) over the past five years. Employment and Social Development Canada (ESDC) reports that the number of TFWs approved to work in Canada has more than doubled from 2018 to 2023.

📈 Doubling the Numbers

In 2023, Canadian employers were cleared to hire nearly 240,000 TFWs, a stark increase from 2018’s figure of just under 109,000. This data reflects TFWs on closed work permits, requiring a Labour Market Impact Assessment (LMIA). Open work permits, which further increase the number of foreign nationals working in Canada, are not included in this statistic.

🚀 A Consistent Upward Trend

Except for a dip in 2020 due to the COVID-19 pandemic, the trend has been consistently upward since 2016. Here’s a snapshot of the TFW approvals over the years:

  • 2016: 90,314
  • 2017: 98,146
  • 2018: 108,988
  • 2019: 130,457
  • 2020: 125,279
  • 2021: 133,196
  • 2022: 222,847
  • 2023: 239,646

🌍 Why the Increase?

Immigration, Refugees and Citizenship Canada (IRCC) data reveals that temporary residents constituted 6.2% of Canada’s population in 2023, up to 2.5 million people. This growth is partly due to government measures to address labor shortages, particularly during the pandemic.

However, with Canada now facing a different economic picture, the government is scaling back some temporary measures to stabilize the number of TFWs. Immigration Minister Marc Miller emphasizes a focus on sustainable immigration and ensuring new residents have the necessary support for success.

✨ Looking Ahead

As Canada continues to refine its immigration policies, the evolving role of TFWs in the workforce remains a critical area to watch. These trends underscore the country’s commitment to balancing economic needs with sustainable growth.
