The British Columbia Provincial Nominee Program (BCPNP) is launching three brand new Provincial Nominee Program (PNP) streams for international graduates. This means recent graduates from Bachelor’s, Master’s, and Doctorate programs will have a chance to make their mark in British Columbia. It’s going to be an exciting year full of new possibilities!

International graduates are students who have obtained a degree, diploma, or certificate from an eligible post-secondary institution in Canada within the last three years.
The International Graduate stream aims to create clearer pathways for international graduates to obtain Canadian permanent residence (PR) and improve their employment prospects in British Columbia.
What has British Columbia revealed about the new streams so far?
The provincial government in B.C. has announced new streams for its PNP, set to launch in January 2025. The new streams will have an updated language requirement of CLB 8. Graduates of diploma and certificate programs will not be eligible for the new streams but may still qualify for other BCPNP pathways. More detailed criteria for each new stream will be available in late 2024.
Bachelor’s stream
- For recent graduates with Bachelor’s degrees from eligible post-secondary institutions
- Eligible graduates must have an eligible, full-time, indeterminate (without a declared end date) job offer
Master’s stream
- For recent graduates with Master’s degrees (in any field of study) from eligible post-secondary institutions
- Graduates must have a full-time job offer (lasting at least one year) in a skilled occupation
Doctorate stream
- For “graduates and [PhD] candidates of doctoral level programs” from eligible post-secondary institutions

Am I eligible for B.C.’s International Graduate stream?
When applying for the BCPNP International Graduate stream in B.C., candidates need to fulfill the following criteria:
1. Attain a degree, diploma, or certificate from an eligible Canadian post-secondary institution within the last three years.
2. Secure a qualifying full-time job offer from a B.C. employer with no defined end date, unless the job falls under a priority technology occupation.
3. The job offer must be in NOC TEER categories 1, 2, or 3 and meet B.C. wage rates.
4. Demonstrate the ability to support oneself and any eligible dependents, and meet minimum language requirements.
Important details about Skills Immigration in British Columbia
The BCPNP uses a points-based system to rank and select eligible immigration candidates. Candidates who receive an ITA through the BCPNP have 30 calendar days to submit their application to the province. Once an applicant submits their application, they must pay the application fee and submit all required documents. The BCPNP scores candidates based on human capital and economic factors, including work experience, language proficiency, job offer wage, and employment location in B.C.
