The Express Entry system and Canada’s Provincial Nominee Programs (PNPs) are the two largest pathways for new permanent residents coming to Canada. Together, they will account for more than 200,000 new immigrants by 2024.
If you’re considering immigrating to Canada, you may wonder whether to apply through an Express Entry program or a Base PNP. Both have their benefits, and you can learn more about them below.
What is Express Entry?
The Express Entry application management system is one of Canada’s main pathways for economic immigrants.
Express Entry manages the intake of three immigration programs:
- The Federal Skilled Worker Program (FSWP);
- The Federal Skilled Trades Program (FSTP); and
- The Canadian Experience Class (CEC).
Canada plans to welcome 110,700 permanent residents through Express Entry in 2024. To become a candidate, one must meet the eligibility criteria and submit a profile. All candidates are assigned a CRS score and must wait for a draw to receive an ITA for permanent residence. Profiles are valid for one year.
Candidates who receive an ITA must submit an application for PR within 60 days. Canadian provinces can also invite candidates via Provincial Nominee Program (PNP) streams known as enhanced streams. Individuals must be invited to submit an enhanced PNP application. Provincial nomination gives an additional 600 CRS points. What are Base Provincial Nominee Programs (Base PNPs)?
PNPs are streams not aligned with Express Entry and administered by provincial/territorial governments to nominate eligible newcomers to settle and live in their jurisdiction. Each province and territory in Canada (except Quebec and Nunavut) runs its own PNP, with varying eligibility criteria based on factors such as residency, work experience, and in-demand professions. PNPs are Canada’s second largest pathway for newcomers and are projected to become the largest pathway in 2025-2026.
