Canada’s Study Permit Quota: 292K Approval Ceiling

This means that about 292,000 permits will be available for undergraduate and postgraduate students in 2024. It’s a fantastic chance for you to explore Canada’s superior education system and diverse culture.

Marc Miller, the Immigration Minister of Canada, has revealed that the number of study permits available for international undergraduate and college students in 2024 will be limited. This decision was made to address the growing concerns about the unsustainable growth of the international student program. The total number of permits has been capped at approximately 292,000.

Initially, the cap was set at 360,000 with the goal of decreasing the number of authorized study permits by 35% in two years. However, Minister Miller clarified that he could only limit the number of applications and not the issuance of actual visas. This implies that the number of approved visas will not be restricted.

The cap aims to regulate the intake levels of international students and will be allocated by population across Canada. The cap excludes primary and secondary school programs, as well as master’s and doctorate level university programs. Therefore, an estimated 360,000 approved study permits are expected in 2024, assuming a 60 percent approval rate.

The provincial governments are responsible for implementing the study permit cap, with each province issuing Provincial Attestation Letters (PALs) to eligible international students. To apply for a study permit under the new system, applicants require both a letter of acceptance (LOA) and a PAL. Previously, only the LOA was necessary.

The number of allocations given to each province or territory is based on their respective populations. So far, only British Columbia and Alberta have announced their systems for delivering PALs. Students will obtain PALs through their designated learning institutions (DLIs) and apply to the provincial government once they meet all eligibility criteria.

By March 31, 2024, all provincial governments must establish and implement their PAL delivery systems, marking a significant change for international students seeking to study in Canada.
